Don Bieber has practiced public finance, securities and general corporate law for over 33 years and is licensed to practice law in Colorado, Florida, and Arizona. As a public finance lawyer, Don has served as bond counsel, disclosure counsel, underwriter’s counsel, issuer’s counsel, bank counsel and investor’s counsel for a broad range of transactions both within Colorado and throughout the United States, with a particular emphasis on traditional governmental issues such as general obligation financings, utility and other revenue-backed financings, lease and lease-purchase financings and tax and revenue anticipation financings. Don also has extensive experience in conduit financings such as those for multifamily housing, health care facilities and small issuer manufacturing facilities.
Don’s Colorado experience has included financing projects for the State of Colorado and various state agencies and authorities, the City and County of Denver, Denver International Airport and the Denver Water Board, as well as a wide variety of other cities, counties, school districts, special districts and other public issuers. He has also counseled Colorado local governments with respect to debt elections and other public finance matters such as Colorado’s TABOR amendment, continuing disclosure requirements and other federal and state securities law matters, and has worked with several Colorado local government entities in connection with distressed financings and related workouts.
In addition to public finance, Don’s legal practice has encompassed general business law and corporate finance, including both public and privately placed debt and equity offerings, structured finance and asset securitizations.
Prior to joining KAV, Don was a Partner in the Public Finance group of Dinsmore & Shohl LLP.
